Previously, federal court rulings have held that whistleblower provisions applied only to employees disclosing them directly to the Securities and Exchange Commission (SEC). A three-judge panel affirmed the district court\u2019s decision in\u00a0<a rel=\"noreferrer noopener\" href=\"http:\/\/cdn.ca9.uscourts.gov\/datastore\/opinions\/2017\/03\/08\/15-17352.pdf\" target=\"_blank\"><em>Paul Somers v.
